3-1-1: PURPOSE:

This title is designed and enacted for the purpose of promoting the safety, health and prosperity, improving the morals, peace, good order, comfort and convenience of the city and the inhabitants thereof, and protecting property therein. (Ord. 97-16, 12-9-1997)
