The City may certify to the County Treasurer the unpaid costs and expenses that the City has incurred under section 4-2-9 of this chapter with regard to the property. If the City so certifies, the County Treasurer shall follow the procedure of Utah Code Annotated section 10-11-4 and enter the amount of the costs and expenses on the assessment and tax rolls of the County in the column prepared for that purpose. As required by Utah Code Annotated section 10-11-4, the amount entered shall have the force and effect of a valid judgment of the District Court, is a lien upon the property, and shall be collected by the County Treasurer at the time of the payment of general taxes.
