Compliance with the provisions of this regulation shall not relieve any individual or corporation from responsibility for damage to person or property otherwise imposed by law. The provisions of this regulation are promulgated to promote the health, safety, and welfare of the general public and not for the benefit of any individual or particular parcel of property.
