No person shall construct or place any pool for swimming or like purposes upon any premises without first obtaining a permit therefor from the Building Inspector. No person shall use any swimming pool constructed or placed on any premises without first obtaining a permit therefor from the Inspector. This section shall apply where any owner, lessee or person in possession of any premises either excavates or causes construction in support of a pool.
