All licenses and registration certificates shall expire on December 31 of the year of issuance, but may be renewed no sooner than thirty days prior to expiration by payment of the fee set forth in Section 1446.02. If such license or registration is not renewed prior to the expiration date, then such license or registration shall not be renewed without completion of a new application and payment of the fee(s) required under Section 1446.02. Proof of written examination for such license or registration may be required.
