Prior approval of the County Sanitary Engineer or Health Department shall be obtained before a building permit is issued. The dwelling must be the first structure on any one lot to be commenced and completed; no garage or other separate structure shall precede the erection of the dwelling and no separate building shall be installed on any lot covered by a permit other than tool and construction sheds consistent with customary dwelling house construction practices.
