The franchise shall be granted by Council at the sole discretion of Council after the receipt of bids and the continuation of the franchise right shall be subject to the discretion of Council, provided, however, that Council shall not exercise such right until such time as it has given in writing notice to the franchise holder that there does exist a deficiency in the operation and that the franchise holder shall have two weeks from the time of receipt of such notice to correct the deficiency or be subject to the revocation of the franchise right.
