Notwithstanding the fact that any owner or operator of a central water system shall be defined as a public utility under the Ohio Revised Code, it is the intent of the Village that all operators and owners of central water systems servicing consumers of such water systems within the Village be subject to and bound by the regulations contained in this chapter.
