From the effective date of this section, in the interest of promoting the health, safety and general welfare of the Village, all central water systems, which systems depend on surface water or ground water for their source of supply, and which serve more than one residence, building or other structure or premises within the Village shall be subject to the regulations as stated hereinafter.
