From and after the effective date of this section (Ordinance 1980-43, passed October 27, 1980) and in the event there is a change of the original plans submitted to the Village for a central water system, a water study is hereby made a requirement of the person responsible for the operation of the central water supply system. Such water study shall be in accordance with the requirement set forth by the Village Engineer, who may seek expert assistance therefor, and no change of the original water system shall be permitted until and unless the water study is approved by the Village Engineer.
