Before any person, other than the Village, does any work involving a portion of the streets, rights of way, drainage system, water and sewer systems and sidewalks of the Village, the person shall make application to the Building Inspector, detailing the nature of the work contemplated, the method of work, the remedial work planned, the starting date and the anticipated completion date.
