(a) No person shall own, keep, maintain or harbor any dog or cat which continuously barks, howls, growls or emits any other disconcerting sound or otherwise conducts itself habitually in such a manner as to disturb the peace, good order and quiet of the Village and the inhabitants thereof. (b) Whoever violates this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02.
