(A) The Mayor is authorized to designate space in a village building, or elsewhere, as may be provided for by the Mayor for the Village ESDA as its office.

(B) The Mayor may make an appropriation for ESDA purposes in the manner provided by law and may levy in addition for ESDA purposes only, a tax not to exceed $.05 per $100 of the assessed value of all taxable property in addition to all other taxes, as provided by Illinois Emergency Management Act, being ILCS Ch. 20, Act 3305, §§ 1 et seq., and amendments thereto; however, that amount collectable under the levy shall in no event exceed $.25 per capita.
