§ 71.081 REQUIREMENTS.
   All persons operating a golf cart on the designated streets of the village must comply with the following requirements:
   (A)   Proof of liability insurance on said vehicle;
   (B)   Must display Village of South Roxana decal on front and rear of vehicle;
   (C)   Must be inspected by Chief of Police;
   (D)   Must have valid driver's license;
   (E)   Must be equipped with a full windshield, tires, horn, breaks, turn signals, a steering wheel, a rearview mirror, red reflective warning devices in the front and the rear, a slow moving vehicle emblem (as required of other vehicles in ILCS Ch. 625, Act 5, § 12-709 on the rear of the vehicle, a headlight that emits a white light that is visible from a distance of 500 feet in front of the vehicle, a tail lamp that emits a red light that is visible from a distance of 100 feet from the rear of a vehicle, and brake lights. When operated on a roadway, a golf cart shall have its headlights and taillights lighted;
   (F)   Must obey all traffic laws of the State of Illinois and Village of South Roxana;
   (G)   Must be at least 18 years of age;
   (H)   Can be driven on any street within the village, except Madison Avenue and Route 111;
   (I)   No modifications allowed to the suspension or motor of the golf cart;
   (J)   Must not exceed 25 mile per hour;
   (K)   Crossing of state highway when authorized by State of Illinois Department of Transportation;
   (L)   May only be operated between the hours of 6:00 a.m. to 9:00 p.m.;
   (M)   Golf carts shall not be operated in inclement weather nor when visibility it impaired by weather, smoke, fog, or other conditions; or at any time when there is insufficient light to clearly see persons and vehicles on the roadway at a distance of 500 feet. The village Police shall determine when conditions are not appropriate for the safe operation of golf cart;
   (N)   A person who drives or is in actual physical control of a golf cart on a roadway while under the influence of alcohol and/or drugs is subject to ILCS Ch. 625, Act 5, §§ 11-500 through 11-502;
   (O)   Golf carts may not be operated on sidewalks or other public property not accessible to or authorized to vehicular traffic;
   (P)   Golf carts may not be operated on streets or highways and roads under the jurisdiction of the Illinois Department of Transportation (Madison Avenue and Route 111) or the County Highway Department;
   (Q)   Golf carts may not be operated on state or county or township roads except to cross at designated streets when authorized by State of Illinois Department of Transportation, County Highway Department or Township Highway Department as applicable;
   (R)   All drivers of a golf cart shall comply and be responsible for following and obeying ILCS Ch. 625, Act 5, §12-603.1 in regard to the Illinois Child Protection Act with the proper us of seat belts and/or child safety seats.
