Notwithstanding the foregoing, no such pre-annexation agreement shall include any waivers modification or relaxation of any statute, ordinance or regulation of any federal, state, county, village or other governmental body or agency dealing with building or health codes or otherwise designed to protect and promote the public health, safety or welfare.
