The village shall reimburse any water or sewer tap-on fees which have been paid by any such property owner who has undertaken any new construction or any rehabilitation, restoration or renovation of any structure or improvement situated in any enterprise zone since the retroactive effective date of this subchapter. The village shall immediately reimburse any tap-on fees, taxes, assessments or other payments of any kind which have been mistakenly collected from any property owner or developer in the future in contradiction to any such agreement upon notice of same being given to the appropriate village officer or authority.
