This subchapter shall be deemed to be effective retroactive to the effective date of this chapter (Enterprise Zone), adopted by the village on March 13, 1986; the effective date being March 14, 1986; and shall apply to any oral or written agreements entered into between the village authorities and any property owner who has undertaken any new construction or any rehabilitation, restoration or renovation of any existing structures within the Enterprise Zone established by the aforesaid Act; provided that any such agreements entered into after the passage of this subchapter shall be in writing and shall be filed with the Village Clerk upon approval.
