§ 151.10 ZONE ADMINISTRATOR.
   (A)   The position of "Zone Administrator" is hereby created.
   (B)   The Zone Administrator shall be the County Board Chairperson, who is an officer or employee of the County of Madison.
   (C)   The duties of the Zone Administrator shall be performed in addition to the regular duties of the position of Board Chairperson held by this person.
   (D)   It shall be the power and duty of the Zone Administrator to:
      (1)   Supervise the implementation of the provisions of this chapter and the Illinois Enterprise Zone Act;
      (2)   Act as a liaison between the County of Madison, the Cities of Alton and Wood River, the Villages of Hartfod, Roxana and South Roxana, the State Department of Commerce and Community Affairs, designated zone organization(s); and other state, federal and local agencies, whether public or private;
      (3)   Conduct an ongoing evaluation of the Enterprise Zone Program and submit the evaluative reports on at least an annual basis to the Mayor of South Roxana and the zone management organization;
      (4)   Promote the coordination of the relevant programs, including, but not limited to, housing, community and economic development, small business, financial assistance and employment training within the Enterprise Zone;
      (5)   Recommend qualified designated zone organizations to the management organization; and
      (6)   Have other duties as specified by either the Mayor of South Roxana or the management organization.
