§ 150.31 RESPONSIBILITIES OF PERSONS.
   (A)   General. The provisions of this section shall govern the responsibilities of persons for the maintenance of structures, and the equipment and premises thereof. The owner has the ultimate legal responsibility to comply with this division (A).

   (B)   Sanitary condition.
      (1)   Cleanliness. Every occupancy of a structure or part thereof shall keep that part of the structure or premises thereof which that occupant occupies, controls or uses in a clean and sanitary condition. Every owner of a dwelling containing two or more dwelling units shall maintain, in a clean and sanitary condition, the shared or public areas of the dwelling and premises thereof.
      (2)   Disposal of rubbish. Every occupant of a structure or part thereof shall dispose of all rubbish in a clean and sanitary manner.
      (3)   Disposal of garbage. Every occupant of a structure or part thereof shall dispose of garbage in a clean and sanitary manner by placing it in garbage disposal facilities, or if the facilities are not available, by placing it in approved garbage storage containers.

   (C)   Extermination.
      (1)   Owner. The owner of any structure shall be responsible for extermination, if needed within the structure prior to renting or leasing the structure.
      (2)   Multiple occupancy. Every owner, agent or operator of two or more dwelling units or multiple occupancies, or non-residential structures and rooming houses, shall be responsible for the extermination of any insects, rats or others in the public or shared areas of the structure and premises.
   (D)   Water service. The owner and or tenant of any structure shall ensure no person shall occupy the structure without active water, sewer services, and trash services.
   (E)   Occupants. The owner of any structure or tenant shall not rent, sublease, or allow occupants to remain in, sleep, or reside in any structure not designed for human occupancy or in violation of the village zoning code.
