It shall be unlawful to permit any person under 16 years of age to play or operate any coin-operated amusement device, or to frequent, loiter, go or remain in any establishment licensed hereunder, unless it be upon some lawful errand and with the direction and consent and knowledge of the parent, guardian or other person having the lawful custody of the minor, and it shall be unlawful for any proprietor of any establishment so licensed to allow or permit any minor to play or operate a coin-operated amusement device or frequent, loiter or remain within the establishment in violation of this subchapter.
