No person owning or having charge of the moving of any building into, on, over, through or from any public streets, ways or parks in the village, shall permit the building to remain in any one location on any such street, way or park for a period longer than 24 hours except by written permission obtained from the Chief of Police, or to obstruct traffic on any railroad.
