The plan or system for numbering houses in the village shall be as follows:
(A) The base line for all streets running north and south shall be Madison Avenue and for all streets running west and east, shall be Route No. 111. Even numbers shall be on the left and odd numbers on the right starting from the base line (Madison Avenue);
(B) Odd numbers shall be on the left and even on the right starting from the base line (Route No. 111): on all streets, the numbering shall commence with the number "one" at each side of the respective bases and shall increase at the rate of 100 numbers for each block; and
(C) The Clerk shall keep a chart showing the proper street number of every lot of the village, which shall be open to inspection by anyone interested.
