If the residence is located on a street where there is no alley way accessible, or if the alley way is closed or inaccessible, the person shall place the garbage or rubbish container at, but not on the street in front of his or her residence. Containers shall not be placed at the pick up point earlier than 6:00 p.m. on the day preceding trash pick up day nor shall they remain at the pick up point later than 12:00 midnight of the day of pick up. Containers are to be kept in an inconspicuous location on the property when not at the pick up point for servicing.
