§ 92.02 REMOVAL.
   (A)   All garbage and rubbish, whether residential or commercial, shall be removed and hauled away from the premises of the household, occupant and/or property owner, as the case may be, by a person, entity or garbage collector in the business of receiving, hauling, transporting and properly disposing of garbage, rubbish and refuse. The removal of the garbage and refuse shall take place with a frequency of no less than three times each calendar month. The occupant or property owner shall have the right to contract with any person, entity or garbage collector in the business of receiving, hauling, transporting and properly disposing of garbage and refuse to comply with the requirements herein.
   (B)   From time to time, the village may enter into an agreement or agreements with independent contractors, collectors, to gather garbage and refuse at maximum rates from owners or occupants who desire the services of the collectors. Those agreement(s) between the village and collectors may grant the village the right to bill those customers of the collectors who desire to pay through the Village Water Department rather than to the collectors. The Water Department Clerk shall require any person desiring to pay through the Village Water Department rather than to the collectors to sign security agreement form authorizing the deposit referred to in § 50.20 to cover refuse and garbage as well as water and sewer service.
