2-1-1: APPOINTMENT; MEMBERSHIP:
   There is hereby created a Plan Commission for the Village 1 which shall consist of nine (9) members, no more than two (2) of which shall be members of the Board of Trustees. The members of the Plan Commission shall be citizens of the Village and shall be appointed by the President on the basis of their particular fitness for their duty on said Commission and shall be approved by the Board of Trustees. (1970 Code §2-3-1)
