All payments made from any of the funds or accounts of the Fire Department shall be made only by the issuance of warrants over the name South Pekin Volunteer Fire Department, signed by its president and countersigned by its secretary-treasurer; provided, said warrants shall issue only upon a majority vote of those present at a regular meeting of the Fire Department; and provided further, that every such warrant shall state plainly on its face the precise purpose for which it is drawn.
