§ 73.99  PENALTY
   The owner or driver of any vehicle charged with violating any term of this chapter who shall fail to pay the provided hereinabove to avoid prosecution for this offense when a traffic violation or citation has been issued, shall be prosecuted for violation this chapter, and shall be punished by a fine of not less than $50 nor more than $100 for a single offense.
