§ 31.43 APPOINTMENT OF ADDITIONAL EMPLOYEES.
   (A)   The Mayor and/or the City Council may appoint any other employees as it deems necessary to conduct the affairs of the city consistent with state laws.
   (B)   All city officers, including City Council Members, shall take office on January 1 following their election or appointment. Any officer appointed by the City Council shall be appointed by the City Council elected at the November election preceding the commencement of his or her term.
