(A) The City Treasurer shall be appointed by the Mayor and approved by the City Council on January 1 succeeding his or her election or as soon thereafter as is practicable. He or she shall take the constitutional oath of office and, before entering upon the discharge of his or her duties, shall execute bond to the city in the penal sum of $3,000, which bond, after the approval of the City Council, shall be filed with the City Clerk. The City Treasurer shall hold office for two years from the date of his or her appointment or until his or her successor is appointed and qualified, subject to removal for good cause at any time by the Mayor.
(B) It shall be the duty of the City Treasurer to receive and safely keep all money belonging to the city. He or she shall pay it out as directed by order of the Mayor. He or she shall keep an accurate account of all receipts and disbursements showing when, from whom and to whom, for what purpose, and on what account city funds were received or paid and shall exhibit the accounting so kept. At the first regular meeting of the City Council, the City Treasurer shall send his or her monthly report each month to the City Council, which report shall have been credited by the Financial Committee. Every three months, the City Treasurer shall make a financial exhibit giving a statement of all receipts with their sources.
(C) The City Treasurer shall receive any compensation as is established by the City Personnel and Pay Classification Plan.
