§ 31.18 RULES OF PROCEDURE.
   It is now provided that Robert’s Rules of Order for deliberate assemblies is adopted as controlling in the proceedings of the City Council in all cases in which these rules are applicable, not inconsistent with any rule adopted by the City Council, or not contrary to any provision of law.
