§ 31.17 JOURNAL.
   (A)   The City Clerk shall keep a complete journal of all proceedings of the City Council. The City Council shall approve the journal at each meeting, and the Mayor or Mayor Pro Tem shall sign it.
   (B)   The journal of the City Council is a public record and shall be preserved and entitled to full faith and credit as such.
