§ 31.16 MEETINGS AND SPECIAL SESSIONS.
   (A)   The regular meetings of the City Council shall be held on the first and third Wednesdays of each month commencing at the time of 7:30 p.m., and all meetings shall be held in the City Council chamber on the second floor of the City Building located at 122 Electric Avenue, Southgate, Kentucky; however, if for any reason it is impracticable to hold a meeting at the place designated, it may be held elsewhere.
   (B)   A majority of the City Council Members shall constitute a quorum.
   (C)   The Mayor may call a special session by reasonable notice whenever he or she considers it necessary and shall call a special session whenever requested in writing by four City Council Members.
   (D)   The Mayor shall preside at all meetings of the City Council and shall decide all points of order. He or she may vote only in the case of a tie.
