(A) Each City Council Member shall be an elector, qualified voter, and resident of the city. No person who has been defeated in any primary shall be a candidate for any city office in the same year.
(B) Each City Council Member shall be elected by the qualified voters of the city at the regular general election which is to be held in November 1969 and each two years thereafter and shall take office on January 1 succeeding his or her election. He or she shall take the constitutional oath of office and hold office for two years or until his or her successor is elected or appointed and qualified.
(C) The City Council shall establish any rules for the conduct of its proceedings as may be necessary and may punish any City Council Member or other person for disorderly behavior at any meeting.
(D) The City Council shall have the power to pass ordinances which are not in conflict with the Constitutions of the United States and the state; however, no ordinance or resolution granting a franchise for any purpose shall be passed by the City Council on the date of its introduction, within five days thereafter, or at any time other than at a regular meeting and no resolution or order for the payment of money shall be passed at any time other than at a regular meeting. The City Council shall have any other powers as are prescribed by law.
(E) The City Council shall receive any compensation as is fixed by the City Council.
