§ 31.01 CITY GOVERNMENT, OFFICERS, AND EMPLOYEES; GENERALLY.
   (A)   The government of the city shall be vested in a Mayor and a City Council.
   (B)   The City Council shall consist of six Council Members who shall be elected at large.
   (C)   There shall also be a City Police Chief, City Inspector, and any other officers and employees as may be necessary for the conduct of the affairs of the city as provided by state law.
