(A) Any structure and/or premises, whether vacant or occupied, within the city shall be maintained in a clean, safe, secure, and sanitary condition so as not to cause a blighting problem or adverse effect on the public health or safety. Any exterior property area shall be maintained in a clean, safe, secure, and sanitary condition, free from any accumulation of rubbish or garbage.
(B) Any structure and/or premises, whether vacant or occupied, within the city which is found to be dangerous or injurious to the health and safety of the occupants, if any, of the structure, the occupants of any neighboring structure, or other residents of the city or which lacks adequate maintenance, is in disrepair, is unsanitary or vermin- or rat-infested, or contains filth and contamination shall be deemed unfit for human habitation, occupancy, or use.
(C) All foundations, walls, roofs, and other exterior surfaces of a structure shall be maintained in a structurally sound, sanitary, and workmanlike condition so as not to pose a threat to the health and safety of the occupants, if any; to protect the occupants, if any, from the environment; and to exclude rats and other rodents.
(D) All exterior walls of a structure shall be free of holes, breaks, loose or rotting boards or timbers, and other conditions which might admit rain or dampness to the interior portions of the walls or spaces of the structure. All exterior surface materials, including wood, composition, or metal siding, shall be weatherproofed and properly surface coated, when required, to prevent deterioration.
(E) All roofs of a structure shall be sound, tight, and free from any defect which might admit rain. Roof drainage shall be adequate to prevent rainwater from causing dampness in the interior portions of the walls or spaces of the structure.
(F) All cellars, basements, and crawl spaces of a structure shall be maintained so as to be reasonably free from dampness to prevent conditions conducive to the decay or deterioration of the structure.
(G) All supports of a structure shall be kept sound, free of deterioration, and maintained so that they are capable of safely bearing the dead and live loads imposed upon them.
(H) All cornices, entablatures, belt courses, corbels, trim, wall facings, and similar features of a structure shall be maintained in good repair with proper anchorage and in a safe condition.
