(A) Any person, firm, or corporation desirous of erecting, adding to, or altering any structure and/or premises shall apply to the Building Inspector for a permit to do so. A permit will also be required for any sidewalk and driveway installation, replacement, or alteration; however, patching repair only is excluded. A permit shall not be required for the replacement of parts involving similar materials of an existing structure or the repair thereto when the nature of such is clearly maintenance, including painting, and/or the replacement of roofs with the same types of materials, gutters, downspouts, steps, fences, retaining walls, and other items that do not materially add to or alter the structure and/or premises. The addition or substitution of siding materials, including aluminum and others, on a structure and/or premises is not considered maintenance under this section and is deemed to be an alteration, thus requiring a building permit.
(B) Residence building permits and certificates of occupancy must be signed by the Building Inspector.
(C) Public, commercial, and industrial building permits and certificates of occupancy must be signed by the Building Inspector, the Fire Chief, and the City Engineer.
(D) Building permits and certificates of occupancy are not transferable.
(E) The Building Inspector shall inspect all structures and/or premises during construction to ascertain that the provisions of law are complied with and that the construction is prosecuted safely.
(1) Whenever, in his or her opinion, the continuance of a building operation is contrary to public welfare because of defective or illegal work being done in violation of any provision of this section, he or she shall order all further work stopped and may require suspension of the work until the condition has been remedied.
(2) Any structure erected without a permit or not in conformity may be directed to be removed.
