(A) Generally. The Building Inspector shall be appointed by the City Council to exercise any powers as are necessary or convenient to effectuate the purposes and provisions of this chapter, including the following.
(B) Specifically.
(1) The Building Inspector may enforce all provisions of this chapter relative to the maintenance and repair of structures and/or premises within the city.
(2) The Building Inspector may investigate the structural condition of structures within the city to determine which are unfit for human habitation, occupancy, or use.
(3) The Building Inspector may enter upon a structure and/or premises for the purpose of making an examination, but the entry shall be made in such a manner so as to cause the least possible inconvenience to the persons in possession.
(4) The Building Inspector may seek in a court of competent jurisdiction an order ceasing and desisting any owner, occupant, or other person in charge of a structure and/or premises subject to the provisions of this chapter from refusing, impeding, inhibiting, interfering with, restricting, or obstructing the entry and free access to any part of the structure and/or premises where an inspection authorized by this chapter is sought.
(5) The Building Inspector may seek through a judicial officer the administrative search warrants as are or may be necessary to enforce the provisions of this chapter and, in obtaining the warrants, may make any oaths or affirmations as are necessary in support thereof.
