It shall be the duty of the Police Chief to apprehend the party causing the damage or destruction to the public property, take the party in custody to the City Clerk, and there require that the charge be paid to the City Clerk. If the party fails to pay the charge, the Police Chief shall cause a warrant to be issued against the person causing the damage or malicious destruction of the public property and shall serve the warrant immediately.
