§ 131.01 REPARATIONS.
   Any person in any manner damaging or destroying public property which is within the city and which is owned by the city, over which the city has jurisdiction or control, or for which the city is responsible, shall pay for the repair or replacement of the public property and shall reimburse the city for the damage done to the public property in the sum specifically stated. This charge shall be deemed to be the amount of the actual loss to the city and shall be construed merely as a charge to restore or replace the public property. It shall not be considered a fine or to preclude the assessment of a fine in any criminal proceedings for the punishment of any offender guilty of and liable for the damage or destruction.
