It shall be unlawful to permit any motor vehicle or other mobile unit to stand in any place within the city with its left side to the curb other than on streets designated for one-way traffic, or to stand more than six inches from the curb or in such a manner as to impede the flow of traffic or the movement of other standing vehicles. This provision does not prevent angular parking in any area designated by white lines on the highway or street.
