(A) For the purposes of this chapter, PERSONS shall mean any person, association of persons, joint owner of real estate, firm, or corporation, as the case may be.
(B) All persons tapping into or connecting to, directly or indirectly, any building or dwelling with any sewer shall first obtain from the Building Inspector a license or permit for making the connection.
(C) The permit provided for herein shall be procured before any construction work on any building or dwelling is commenced and shall be required of all owners or their agents of any building or dwelling to be constructed or located on property abutting in whole or in part on the sewer improvement connecting the building or dwelling to the sewer system. The occupancy of the building or dwelling shall be prima facie evidence of the connection with and use of the sewer system.
(D) The Building Inspector is authorized and directed to prepare and keep on hand suitable forms for the permit granted hereunder; and the applicant, upon the granting of a permit to connect with the sewer system, shall pay to the Building Inspector the sum of $500 for any single-family unit. All multi-family units shall be $500 for the first tap-in and $100 for each subsequent tap-in per building.
