§ 34.09 QUALIFICATIONS FOR POLICE CHIEF.
   It is highly recommended that the following criteria be followed when the need to hire a new Chief of Police arises, that he or she is:
   (A)   (1)   A law enforcement professional with 20 or more years experience, having served a significant portion of the time in executive leadership with preference given to a graduate of the FBI National Academy in Quantico, Virginia; or
      (2)   As an alternate consideration a college graduate with a degree in criminal justice with a minimum of ten to 15 years of law enforcement experience with a significant portion of the time spent in executive leadership.
   (B)   The candidate considered should be someone who comes highly recommended with good letters of recommendations from past employers;
   (C)   Whose qualities stand out after a rigorous interview and background check; and
   (D)   A person who is as apolitical as possible.
