§ 34.08 DUTIES OF POLICE CHIEF.
   (A)   Position purpose. The position of Chief of Police is established for the purpose of delegating the administrative function to a sworn officer who shall be responsible for the daily administration and operations of the Village Police Department.
   (B)   Compensation. The Chief of Police shall be compensated as established by the Board of Trustees.
   (C)   Appointment. The Police Trustee shall submit the name of the officer to be appointed to the position of Chief of Police to the Village Board for nomination. The Village President, with majority consent of the Board, shall appoint the officer to the position of Chief of Police. The Chief of Police is an at-will employee of the village.
   (D)   Probation. The Chief of Police shall serve a probationary period of six months. The Chief of Police successfully completing the probationary period shall then be confirmed as the Chief of Police.
   (E)   Reporting responsibility. The Chief of Police shall report directly to the Police Trustee, or his or her designee, in the event of the Police Trustee’s absence.
   (F)   Duties of Police Chief. The Police Chief, under the direction of the Police Trustee, of this municipality shall have the following powers and duties:
      (1)   He or she shall keep the Police Trustee informed of all activities of the police officers, including, but not limited to, use of firearms, personnel injuries, automobile accidents, disciplinary problems, crimes occurring within the village and equipment breakdowns and repairs that require expenditure approval by the Board of Trustees;
      (2)   (a)   Submit a monthly police activity report to the Village Board.
         (b)   The activity report shall include, but not be limited to:
            1.   Activity within the village;
            2.   Assistance to the county (and other police agencies);
            3.   Traffic enforcement activity;
            4.   Neighborhood watch contacts;
            5.   Number of vacation checks;
            6.   Number of tavern checks; and/or
            7.   Number of miles driven.
      (3)   He or she shall conduct a monthly meeting with the police officers to develop a monthly shift schedule for all shifts designated by the Police Trustee. He or she shall establish the work schedules of all municipal police officers. He or she shall be in command of all municipal police officers, and shall see that discipline and conduct of every officer conforms to the policies and procedures of the manual approved by the Village Board;
      (4)   Shall make rules consistent with the provisions of applicable municipal ordinances and state laws as needed for the detailed operation of the Police Department, subject to the approval of the Police Trustee. Such rules shall cover off-duty and on-duty conduct of officers, the wearing and care of uniforms, the use and practice with side arms and other police weapons, the use of police radio and other communications and such other matters as he or she determines to be necessary for the operation of the department, as specified in the Southern View Policy and Procedure Manual, as approved by the Village Board;
      (5)   Shall perform the duties of a police officer, as necessary, and shall coordinate shift changes to ensure that the shifts are filled on a daily basis and officers are working the full duration of their assigned shifts;
      (6)   Shall monitor daily police reports to ensure that reports are complete, accurate, available to all police officers for review and that follow up action is taken by the assigned officer and/or the oncoming shift officer;
      (7)   Shall serve as the court liaison officer to ensure that officers report for scheduled court appearances, obtain police reports and other correspondence from county and village police offices;
      (8)   Shall ensure that all officers maintain mandated range qualifications and ensure that all officers stay current with the changing requirements of the Law Enforcement Training and Standards Board of the state;
      (9)   Shall maintain a current equipment inventory and ensure that officers maintain professional appearances. This inventory shall include all police equipment within the Department and ensure the equipment is in good, working condition before tour of duty;
      (10)   Shall be responsible for the care, maintenance and use of all vehicles and equipment for the Department and make an annual report of the Police Department inventory;
      (11)   Shall coordinate with the Village Clerk all responses to police correspondence, all shift schedules, monthly police reports and any additions to police officers’ personnel files;
      (12)   Shall cause all nuisances to be abated;
      (13)   Shall coordinate requests for the participation of the Village Police Department to represent the village in community-wide parades and programs. This responsibility includes representation of the village police at funerals and ceremonies approved by the Police Trustee; and
      (14)   Shall work and coordinate with the Neighborhood Watch Chairperson on any activities planned by the Neighborhood Watch Committee in cooperation with the Police Committee.
