The Village Clerk shall make a foot record of each ordinance recorded as aforesaid, and the memorandum of the date of its passage and the publication of the ordinances, when required to be published, which record or memorandum or a certified copy thereof shall be prima facie evidence of the passage and legal passage of said ordinance for all purposes whatsoever.
