The Village Clerk shall cause every ordinance of the President and Board of Trustees making an appropriation, imposing any fine, penalty or forfeiture to be published at least in a newspaper published in the village within one month after the passage thereof, and in case no newspaper is published in the village, then he or she shall cause the ordinance to be posted as required by law; provided that nothing in this section shall be deemed to apply to any ordinance included in any revision or complication that may be published in book or pamphlet form, that may be published by authority of the President and Board of Trustees.
