§ 31.03 VILLAGE TREASURER.
   (A)   The Village Treasurer shall receive all money paid into the village, and he or she shall pay out the same only on orders properly signed by him or her and either the Village Clerk or the Village President, except that inter-fund transfers and transfers for the purpose of investment may be made on orders signed solely by the Treasurer, when made with the prior approval of the Village Board. He or she shall deposit the village funds in such depositories as may be selected by the Board of Trustees, and he or she shall keep all village monies in a special account(s) and separate from his or her own. He or she shall keep such records showing all money received by him or her, the source from which it was received and the purpose for which it was paid out. He or she shall keep a record showing, at all times, the financial status of the village. All bills shall be paid by him or her within ten days from the date of approval providing funds are available.
   (B)   The Treasurer shall make monthly reports to the Board of Trustees showing the state of finances of the village, the amounts received and paid out during the month and the balances in the various funds. He or she shall further make an annual report at the end of the fiscal year showing all transactions during the preceding year. All reports shall be under oath.
