The Trustee of Streets shall have the power to order the removal of any tree or shrub planted in any public street or alley in violation of this subchapter upon giving written notice to the person who planted, or caused to be planted, such tree or shrub. Upon failure of such person to remove such tree or shrub within a reasonable time after such notice, the Trustee of Streets may have such tree or shrub removed, and such person shall be chargeable with the expense of the removal. Such expense may be collected by the village by suit or otherwise.
