(A) A fee shall be charged and collected in advance by the Village Clerk before issuing a permit as shown in the following schedule:
(1) For boring under a street, alley, sidewalk or other public ground: $50; and
(2) For excavating in or under any street, alley, sidewalk or other public way: $200.
(B) No such fees shall be required of the Springfield Metro Sanitary District; the Central Illinois Light Company; City Water, Light and Power or Ameritech; or any of their successors, but each shall promptly restore any opening, including the surface, to a condition equal to or better than the condition of the street prior to opening.
