§ 91.02 ANIMALS.
   (A)   Any pen, place or premises in which animals are kept or confined which is offensive to any person residing near the same or to persons passing along the street or alley near the same is declared to be a nuisance, and the owner who shall fail, neglect or refuse to abate such nuisance after notice to do so from any officer of the village or by the person or persons aggrieved thereby shall, upon conviction, be fined pursuant to § 91.99. No person shall keep one or more horses, cattle, goats, sheep, pigs, chickens, geese, ducks or other animals or fowl commonly kept on farms, or exotic animals commonly found in zoos, within the village limits.
   (B)   It shall be unlawful to harbor or keep any animal which disturbs the peace, by loud noises from time to time, of the day or night.
      (1)   It shall be unlawful to permit any animal to run at large in any public place in the village, and it shall further be unlawful to picket or tie any animal in any of the streets of the village for the purpose of grazing or feeding.
      (2)   No person shall cause or allow any stable or place where any animal is or may be kept to become unclean or unwholesome.
