Any premises, which may be nauseous, foul or offensive to the neighborhood, to any person or family residing near the same or in such condition as to be detrimental or obnoxious to the public health or comfort, shall be liable to a penalty pursuant to § 91.99 after notice from any officer of the village or from any person aggrieved thereby to abate, remove or remedy the same.
